Colleagues,

I am requesting your assistance with obtaining service delivery from the Open University of Malaysia (OUM), where I am registered as a Graduate Student in the Master of Instructional Design and Technology (MIDT) program.  I have paid for services, and have been frustrated beyond patience in my efforts to obtain satisfaction with this.

I feel cheated and defrauded by the OUM.  I feel ignored and stone-walled after many attempts to resolve these issues.  I feel disgusted with the OUM as an institution that purports to be an educator of good practices when it does NOT practice what it preaches and even goes so far as to contravene its own policies.  I feel insulted, abused, and pissed-off by all of this. 

The OUM MIDT registered me in a course other than one which I had selected, and then refused to provide a refund for this error on the basis of purported administrative processing difficulties.  I want a refund for this course charge, and a refund for all other money still in my OUM account upon withdrawing from the OUM MIDT.   

My repeated requests for the provision of an OUM Stamped Official Transcript of Course Grades to the University of Saskatchewan have been ignored.  I have addressed this request to multiple OUM email accounts multiple times, and have also sent letters via Canada Post.  A similar request to the University of Regina was satisfied within several days, by way of contrast.

Some folks might say that my concerns are due to simple misunderstandings, that I am being unreasonable in my standards for service delivery, and that I am otherwise not credible. 

To preclude any such concerns, I note:

Ø   I have been a Top Ten Contributor to the UNESCO-UNEVOC e-Forum on Technical and Vocational Education and Training in each of the past seven years.

Ø   I maintain EduNorth as an open learning resources database for education and training, which was consulted from over 120 countries in the past twelve months.

Please persuade me that the Government of Malaysia cares about its international reputation in field of Online Education, as evidenced by the practices of the OUM.   

Alternatively, I am prepared to undertake a campaign of publicizing my experiences with the OUM.

Thank you very much for your kind attention to this matter.  I look forward to concluding my business with the OUM by the earliest possible date.

Update:

The OUM Transcript was received by the University of Saskatchewan on July 28, 2016.  This had been first requested on February 8, 2016.  This paid-for service took about .46 of one year to deliver, after many prompts.

Note:  Dr. Abtar Kaur was absolutely wonderful to deal with when I enquired about and enrolled in the OUM MIDT.  She was promptly responsive and helpful in assisting me with my needs as a Learner at every stage.  I hold Dr. Kaur in the highest regard and recommend her work with me as exemplary.  After Dr. Kaur left the OUM MIDT service delivery changed dramatically for the worse, which led to my eventually firing the OUM MIDT adminstrators for gross incompetence in this regard.
